The European Union is banning weapons sales to Libya and imposing visa restrictions on Moammar al-Gadhafi and several members of his family. The AP reports Secretary of State Hillary Clinton is in Geneva calling on the UN Human Rights Council for stronger measures to stop Gadhafi from attacking his own people.

NPR's Michele Kelemen reports for Newscasts the US and its partners are considering all options to end bloodshed in Libya; Britain may be poised to act quickly. The Guardian reports British Prime Minister David Cameron 'does not rule out use of 'military assets' in Libya and is studying a no-fly zone over parts of the country.

He may have reason to consider it quickly. NPR's Lourdes Garcia Navarro, in eastern Libya, is getting reports of a possible foiled air attack on the eastern Libyan city of Benghazi, where rebel forces are gathering.
