In a replay of last year's battle, Republicans, Democrats and the Obama administration all have competing proposals. A vote is scheduled in the House of Representatives Thursday. But with no consensus in sight, it's not clear if lawmakers can keep interest rates from doubling on July 1.

Coal Mine Inspection Sweep Targets Cause Of Black Lung
Oct 31, 2012 — One of the 13 coal mines singled out by inspectors was once owned by Massey Energy, the company that owned the Upper Big Branch mine, the scene of a deadly 2010 explosion. Two others are owned by Murray Energy, whose Crandall Canyon coal mine experienced two collapses in 2007, killing nine miners and rescuers.

Coal Mine Company Denies Responsibility Despite Disaster Settlement
Sep 27, 2012 — The Labor Department says a Thursday settlement in the 2007 Crandall Canyon mine disaster clearly leaves mine owner Murray Energy with "acknowledged responsibility for the failures that led to the tragedy." The settlement must still be approved by an administrative law judge.
