Albany, NY, Feb 29, 2012 — A federal court is taking over the drawing of new congressional district maps in New York, after lawmakers failed to meet their own self-imposed deadline to draw new lines.

Owens, who represents New York's 23rd Congressional District, spoke about Obama's job performance during a legislative luncheon at the Downhill Grill in Saranac Lake on Friday.
