The trail decends to the Sugar Island hydroelectric dam. Orion Power owns the dam and land on both sides of the river. Federal regulations require power companies to allow recreational access to the river in exchange for using the river to make electricity. Robert Moses State Park near Massena and Stone Valley near Colton are other examples of this private-public arrangement.
