Dec 17, 2007 — Just days after State Senator Jim Wright announced he'll step down at the end of the month, Republican party leaders have settled on the man they hope will fill the seat. Oswego County Assemblyman Will Barclay made three stops Friday to declare his candidacy. He framed the campaign as a fight to keep Upstate New York relevant in Albany politics.
