Anybody who thinks they're going to be recruiting large single tenant headquarters operations to any region is dreaming these days.
(10/11/10) A top official in the business incubator community was in Binghamton on Thursday. He says New York's strategies for nurturing small businesses need work. Emma Jacobs reports.
Business Incubator Association President David Hochman, came out of the tech sector. He says New York needs to enact statewide policies to support centers to grow small businesses.

Hochman says economic development officials trying to support upstate entrepreneurs need to leverage regional assets, including the financing available in New York City. He also said that state government needs to provide help for small business development equivalent to what's being offered in other states.
Hochman “It’s very personally frustrating to me as a New York resident how far behind we’ve been for so long.”
Hochman and government officials described the current legislative climate as uncertain as the state prepares for its third administrative overhaul in four years under the new governor.
