Nov 30, 2001 — On Sunday, the national experiment of welfare reform turns five years old. For 36,000 families and individuals in New York, the anniversary means they've reached their limit receiving federal welfare checks. Now, they'll apply for the state's new "safety net" program to continue getting benefits. Meanwhile, thousands of other families have already gone off welfare.
