Cuomo considers adding non-Native gambling

Cuomo says there’s been a piecemeal approach so far to expansion of casino gambling, and he says the state has to “take a step back” and “come to grips” with the entire issue of gaming.
“That question is an important question for the state,” said Cuomo.
“Is it a constitutional amendment? I don’t know, but it’s a topic that we are looking at actively.”
Currently, the state’s constitution limits gambling to native Americans on tribal lands within the state’s boundaries.
A spokesman for Oneida Indian nation, which operates the Turning Stone Casino and resort in Central New York, says rather than pursue a lengthy political process to change the constitution, the state would do better to work with the tribes already operating gambling venues in New York.
