Vicki Templeton-Cornell is executive director of the Potsdam College Foundation.  She says the changes have not affected gifts to her school.

"As far as donors holding back gifts or hesitating, or anything of the like, we have really not seen anything about that."

Templeton-Cornell says gifts to SUNY Potsdam must be given where the donor designates, so money given to Potsdam, will stay there.

The SUNY Canton College Foundation has a similar policy.  But officials there say a total of 330-thousand in scheduled donations has been postponed in the past week.
