NY ethics panel proposes 90-day broadcast blackout

ALBANY, N.Y. (AP) New York's ethics board has proposed a 90-day pre-election blackout on appearances in public service announcements by statewide officials and legislators who are also candidates.

The Joint Commission on Public Ethics, which agreed Tuesday to advance the proposal for public comment, says it applies to PSAs by nonprofit groups and the government.

The only exception would be in states of emergency and related announcements.

Common PSAs call attention to issues like preventing domestic violence and bullying, energy conservation, charitable fund drives and disease prevention.

The restriction would cover the governor, lieutenant governor, comptroller, attorney general, state legislators and state agency heads.
