Feb 17, 2003 — The spending bill passed by Congress late last week includes 1.5 million dollars for the Army Corps of Engineers to continue its study of the St. Lawrence Seaway. The bill includes language that directs the Corps to take into consideration any harmful effects expansion could have on the St. Lawrence River. David Sommerstein has more.
