May 22, 2003 — Governor Pataki says the legislature's budget is severely out of balance, and that's why he vetoed it. Legislators defend their spending plan, which took an override of the vetoes to become law. They say no one can predict whether an improving or worsening economy will affect the state's financial status. Karen DeWitt reports.
