Dec 14, 2001 — In early October, St. Lawrence lawmakers voted 11 to 4 in favor of including state prison inmates in the county's redistricting plan. Opponents of the plan are now trying to force a public referendum on the issue, and say they have enough signatures to do it. Jody Tosti reports.
