Jun 15, 2004 — A planned chipboard factory in St. Lawrence County that would employ more than 100 people remains stalled in court cases. A federal appeals court ruled recently that people who live near the site could continue a lawsuit seeking tighter pollution controls. The ruling reversed a lower court's decision.
