Spitzer calls for change in State of the State speech

Three days into his term as Governor, Eliot Spitzer outlined a bold plan for Albany and statewide. During his hour-long state-of-the-state speech before a joint session of the legislature today, Spitzer put state government on notice that changes are in store.
