Watertown, NY, Jul 13, 2011 — The city of Watertown will reorganize its Parks and Recreation Department after learning about years of outstanding bills owed to the city for use of Fairgrounds facilities.

It details how a compulsive gambler stole millions of dollars from his supermodel step-daughter to pay for his addiction to Quick Draw lottery games.
