Aug 15, 2003 — It's a "snow day" in August for state workers in New York City. That's what Governor Pataki says at a news conference this morning at in Albany. Pataki says power has been restored to upstate New York utility customers. He says the outage that blanketed much of the Northeast and southern Canada started somewhere in the Midwest, and not at a Niagara Mohawk facility in western New York.
