Inmates to be excluded from North Country districts

A measure to change where prison inmates are counted when drawing political districts was slipped into the budget bills passed Tuesday night. Beginning with redistricting based on 2010 census data, inmates will be counted at their home addresses, not at the prison where they're locked up. Inmate count debate opens old wounds

A political battle is simmering in St. Lawrence County over whether prisoners should be counted in legislative districts. St. Lawrence is one of 15 counties statewide that currently includes inmates. That policy was challenged by a bitter petition drive that was finally settled by the State Supreme Court in 2001.
