<description><![CDATA[ (Jan 2, 2013) North Country congressman Bill Owens, a Democrat from Plattsburgh, voted in favor of a zero-hour spending bill late last night that averted the so-called &quot;fiscal cliff&quot;.Owens was joined by Republicans Chris Gibson and Richard Hanna, who also currently represent parts of the North Country.They helped lift the measure past opposition from conservative Republicans. Arcuri faces businessman Richard Hanna in the 24th district House race that includes the area around Old Forge. According to a poll commissioned by the non-partisan newspaper The Hill, Arcuri is leading the race among likely voters by a margin of 47 to 37 percent.Arcuri and Hanna met last night in a debate the Mohawk Valley Community College in Utica.
