Regional councils are part of Governor Andrew Cuomo&apos;s plan to distribute economic development aid throughout the state using a community-based, bottom-up approach to building New York&apos;s economy. She&apos;s part of the team of top staffers sent out to deliver what the governor’s office called “regional State of the State Messages.”Scozzafava spoke at Clarkson University. She stopped in the North Country Public Radio studios on her way. She spoke with Martha Foley regional economic development councils, the proposed “energy highway,” and relief for local governments struggling to pay for expensive state-mandated services. <description><![CDATA[ (Jan 4, 2012) Gov. Andrew Cuomo set the agenda for another ambitious year, delivering a rousing, multi-media  state of the state speech to the joint legislature today.Tops on the list: the biggest convention center in the nation, to be built at Aqueduct racetrack in New York City.He promised another round of round of regional economic development grants too, and $1 billion in incentives for businesses in Buffalo.He supports an “energy highway” —  a $2 billion private sector plan to transmit power from upstate New York to the metropolitan area. He’d also convert old power plants to reduce pollution and promote solar energy production through a rebate program.Cuomo wants to make more capital available to farmers, expand the “FreshConnect” farmers’ market program, and establish distribution hubs for produce around the state. The governor put some big ideas on the table along with the specifics. He wants to “re-imagine” state government, with public hearings on mandate relief, a commission to transform of public education and a revamped emergency management system.Also on the list: campaign finance reform, tax reform, a constitutional amendment allowing non-Native casino gambling, and  an Office of New Americans. <description><![CDATA[ (Dec 19, 2011) Trudeau Institute in Saranac Lake was one of the big winners when it was announced earlier this month that the North Country has been awarded $103 million in state economic development funds.The nonprofit biotech research center will receive $1.2 million to modernize its laboratory facilities and recruit additional scientists and research teams. But that wasn&apos;t all.Tucked into the $62 million dollar award for the Capital Region was a $1 million allocation to the State University at Albany for a biotechnology corridor that includes Trudeau. <description><![CDATA[ (Dec 12, 2011) Last week was a big one for policy-makers in New York’s capitol city.Lawmakers passed a reset of  the state’s income tax code, including higher taxes on the wealthy and a break for the middle-income earners. It was  a change of position on Gov. Andrew Cuomo&apos;s part. It also required a reversal — almost unanimous — from Republican legislators. Then came a slick celebration to announce the winners of major regional economic development awards.Presiding over all was Cuomo, just approaching the end of his first year in office. Albany correspondent Karen DeWitt joined Martha Foley to talk about how the politics and the policies fit together.
