<description><![CDATA[ (Feb 13, 2013) Democratic congressman Bill Owens reacted cautiously to much of President Barack Obama&apos;s State of the Union address last night.Speaking with North Country Public Radio, Owens questioned whether Obama&apos;s approach to gun control could make communities safer without violating 2nd amendment rights.Owens also expressed reservations about the idea of raising the Federal minimum wage, because of objections from small business owners. But Owens told Brian Mann that he does think some kind of bipartisan accord is possible on the thorny issue of illegal immigration. People here aren’t as healthy as most New Yorkers, or even most Americans.  Local health care advocates say one big reason for that is poverty.  Many St. Lawrence County residents don’t have health insurance and can’t afford to go to the doctor, so they miss out on a lot of routine preventive care: a mammogram, stress and cholesterol tests. Julie Grant spoke with one North Country woman who needs help with her medical costs, but she’s not counting on the new federal health insurance law.
